Based on the Court's review of the pleadings and papers filed in connection with this matter, the argument of counsel, the Court finds that the requirements for certifying the proposed classes under Federal Rule of Civil Procedure 23 have not been met. IT IS HEREBY ORDERED THAT Plaintiffs' Motion for Class Certification is DENIED. IT IS SO ORDERED.
