Because 15 it does not "appear[] from the application" that Petitioner is not entitled to habeas relief, the 16 Court hereby orders Respondent "to show cause why the writ should not be granted." 17 28 U.S.C. § 2243. Accordingly, IT IS HEREBY ORDERED that: 18 1. The Clerk of the Court shall serve by certified mail a copy of this order, along with 19 a copy of Petitioner's application for writ of habeas corpus, upon Respondent's attorney, the 20 Attorney General of the State of California. This case has been designated for electronic 21 filing, and Respondent's attorney shall immediately register with the Court's electronic case 22 filing ("ECF") system. 23 2. On or before Monday, June 12, 2006, Respondent shall file and serve an answer 24 showing cause why this Court should not issue a writ of habeas corpus. Respondent's 25 answer shall conform in all respects to Rule 5 of the Rules Governing Section 2254 cases. In 26 addition, Respondent shall file and serve with his answer a copy of all portions of the 27 administrative record that have been transcribed previously and that are relevant to a 28 determination of the issues presented by the petition.
