Each of the undersigned certifies that he or she has read either the handbook entitled "Dispute

19 Resolution Procedures in the Northern District of California," or the specified portions of the ADR 20 Unit's Internet site <www.adr.cand.uscourts.gov>, discussed the available dispute resolution 21 options provided by the court and private entities, and considered whether this case might benefit 22 from any of them. Here, the parties agree that referral to a formal ADR process will not be 23 beneficial because this action is limited to plaintiff's request that this Court review the denial of 24 her naturalization application (N-400). 25 Given the substance of the action and the lack of any potential middle ground, ADR will only
