Ives, et al., No. 14-80335. 21 On December 18, Mr. Ou-Young submitted a complaint for pre-filing review. The Court 22 has reviewed the complaint and finds that it does not state a cognizable claim. Indeed, Mr. Ou- 23 Young has tried to submit similar complaints on several occasions. On all prior occasions, he 24 was denied leave to file those complaints. See, e.g., Ives, No. 14-80332; Ives, No. 14-80335. 25 The Clerk shall not accept this complaint. This action is DISMISSED. 26 27 28 IT IS SO ORDERED. Dated: December 18, 2014.
