of the Department of Justice, is planning to present argument on behalf of the defendants, but will
be unavailable on October 18 or October 25 because of other scheduled matters;

difficulties in trying to set the argument in November;
NOW THEREFORE, the parties hereby stipulate and agree that the argument on plain-
