DR. CHARLES D. LEE, et al., Defendants. / 16 17 Plaintiff requests the appointment of counsel to represent him 18 in this action in which Defendants have filed a Motion for Summary 19 Judgment, Plaintiff has filed an opposition and Defendants have 20 filed a reply. 21 Defendants have opposed Plaintiff's request. There is no constitutional right to counsel in a civil case 22 unless an indigent litigant may lose his physical liberty if he 23 loses the litigation. 24 452 U.S. 18, 25 (1981); Rand v.
