On the day the case was 14 opened the court notified plaintiff he had neither paid the filing fee nor submitted an 15 application for leave to proceed in forma pauperis. A copy of the court's form for 16 applications to proceed in forma pauperis was provided with the notice, along with a return 17 envelope. Plaintiff was warned to pay the fee or file an IFP application within thirty days or 18 the case would be dismissed. 19 Plaintiff has not responded.
