On September 19, 2011, Plaintiff, a California inmate at the Avenal State

17

Prison, filed a letter which appeared to address prison conditions. The same day, the

18

Clerk of the Court sent a notification to Plaintiff that he must file a proper complaint

19

within thirty days to avoid dismissal of the action. (Docket No. 3.) The Clerk also

20

sent a separate notice that Plaintiff did not pay the filing fee or file an In Forma

21

Pauperis (“IFP”) Application, and that he must do so within thirty days to avoid

22

dismissal of the action. (Docket No. 2.) The deadline has since passed, and Plaintiff

23

has not filed a complaint, nor has he paid the filing fee or filed an IFP application.

24

Accordingly, this case is DISMISSED without prejudice for failure to pay the

25

filing fee.
