On the same day, 17 the Clerk sent Plaintiff a notice that his IFP application was insufficient because he had 18 failed to submit a Certificate of Funds in Prisoner’s Account completed and signed by an 19 authorized officer at the prison and a copy of his prisoner trust fund account statement for 20 the last six months. (See Docket No. 5.) The notice included the warning that Plaintiff 21 must respond within twenty-eight days to avoid dismissal of this action. (Id.)
