ORDER granting 6 Motion for Leave to Proceed in forma pauperis and dismissing the Amended Complaint without prejudice. If Plaintiff wants to continue to pursue this case in federal court, he must file a Second Amended Complaint on or before 2/8/08 that includes a "short and plaint statement of grounds for the court's jurisdiction."
