ORDER Adopting 23 Report and Recommendations over Objections. Petitioner is not entitled to habeas relief and his Petition is denied. Petitioner's requests for Stay and Abeyance are denied as moot. The Court denies a certificate of appealabili ty because the issues are not debatable among jurists of reason, the Court could not resolve the issues in a different manner, and there are no questions adequate to deserve encouragement.
