AMENDED CLERK'S JUDGMENT. It is Ordered and Adjudged that Pla's Complaint is dismissed for failing to state a claim upon which relief may be granted pursuant to 28 USC 1915(e)(2) and 1915A(b) w/o prejudice and for lack of proper venue pursuant to 28 USC 1391(b) and 1406(a). Pla's Motion to Proceed IFP is denied as moot. Case closed. (All non-registered users served via U.S. Mail Service).(jah)
