OPINION AND ORDER GRANTING, IN PART, MOTION FOR SUMMARY JUDGMENT AND DENYING REMAINING MOTIONS. The Defendants' 645 Motion for Summary Judgment is GRANTED IN PART, and DENIED IN PART.
