OPINION dismissing plaintiffs claims as to the Trade Execution Rule; granting summary judgment to the CFTC as to plaintiffs claims regarding the Cross-Border Action, as well as the Large Trader Reporting, Straight-Through Processing, and Clearing Det ermination Rules; granting summary judgment to plaintiffs as to the remaining Title VII Rules; and remanding those Rulesthe Real-Time Reporting, Daily Trading Records, Portfolio Reconciliation and Documentation, Entity Definition, Swap Entity Registr ation, Risk Management, Chief Compliance Officer, SDR Reporting, Historical SDR Reporting Rules, and SEF Registration Ruleto the CFTC for it to conduct an adequate cost-benefit analysis under 7 U.S.C. § 19(a).
