ORDER on May 3, 2018, plaintiff chanel 'furner, proceedingpro se, filed a complaint with this court, which appears to seek an "infinite protective order" against individuals in the Armed Forces for perpetraring a plethora ofacts against plaintiff. Additionally, plaintiffhas filed a motion to proceed in forma pauperis. Plaintiff s complaint asks the Coun of Federal Clarms to "look into [her] case," among other requests pertaining to her allegations including asking this court to "issue the highest level of protection.', This-court's authority to. hear cases is primarily set forth by the Tucker Act, which grants thc Court ofFederal Claims subject-matter jurisdiction over claims brought againsithe United states that arc grounded on a money-mandating source of law and do noi sound in tort. 2g u.s.c. $ 1a9l(a)(1). Rule l2(h)(3) olthe Rulei of the court of Federal claims states that,,[i]f thc courl determines at any time that it lacks subject-matter jurisdiction, the court must dismrss thcaction" RCFC l2(hX3). lJpon sua sponte review, this court finds that plaintiffs allegations are tortious in nature and thereforc do not give rise 10 any cause ofaction foi which this coun has subject-matter jurisdicrion. This courf has no authoiity to decide plainrifls case, and thereibre must dismiss the complaint pursuant to RCFC f ilfr;1:;. . ^ Plaintiff s complaint is DISMISSED, pursuant to RCFC 12(h)(3).
