ORDER
UPON DUE AND CAREFUL CONSIDERATION of the procedural history of this
case, together with the Receiver’s submissions, it is ORDERED AND ADJUDGED as follows:
1) The Court will conduct a hearing on the Receiver’s Verified (1) Emergency Motion to
Enjoin/Stay Texas Railroad Commission Administrative Proceeding Filed Against Receivership
Entity Quest Energy Management Group, Inc.; and (2) Motion for Order to Show Cause Why
Sanctions Should not be Imposed Against Hatchett Leaseholders and Their Representatives for
Failure to Comply With the Court’s Order Appointing Receiver on Wednesday, March 22,
2017, at 11:00 a.m., in Courtroom 15B, United States Courthouse, 801 North Florida Avenue,
Tampa, Florida.
2) In light of the significance and importance of the relief requested by the Receiver, any
person or entity opposing the motion must appear personally before the Court.
3) Pending the outcome of the hearing, any person or entity participating in or presiding
over any administrative proceedings before the Texas Railroad Commission involving or related
to the receivership entity Quest Energy Management Group, Inc., does so at the risk of being in
contempt of this Court’s orders attached to the motion as Exhibit 9. Those orders may also be
found at dockets 8 and 1024 in case number 8:09-cv-97-RAL-TBM, Securities and Exchange
Commission v. Nadel et al., United States District Court, Middle District of Florida, Tampa
Division.
4) The Receiver is directed to promptly serve a copy of this order on Administrative
Law Judge Ryan M. Lammert, John H. Carney, Byron W. Hatchett, and those individuals listed
on Exhibit 1 to the motion (letter of June 28, 2013) and to file a certificate reflecting the manner
and date of service.
5) Any response to the motion must be filed no later than Monday, March 20, 2017.
