ORDER granting 31 Motion to Dismiss. Plaintiff is granted leave to file a Second Amended Complaint on or before August 4, 2015, by 5:00 PM. Plaintiff's failure to file a Second Amended Complaint within the time permitted will result in th e dismissal of this action without further notice. Plaintiff shall review the Order in its entirety and conform the pleading accordingly. Should Plaintiff fail to adequately allege a plausible violation of federal law and a plausible basis for muni cipal liability in the Second Amended Complaint, the Court will dismiss this action without further opportunity to amend, upon a proper motion by Defendant.
