ORDER: The Court ADOPTS the Magistrate Judge's Report and Recommendation for all purposes. (Doc. 4.) The Court DENIES Armstrong's Motion to Proceed In Forma Pauperis. (Doc. 2.) The Court DISMISSES without prejudice Armstrong's Comp laint. (Doc. 1.) No later than August 22, 2022, Armstrong may file an amended complaint that complies with the pleading requirements set forth in the Federal Rules of Civil Procedure and that corrects the deficiencies identified. He must also either file an amended motion to proceed in forma pauperis or pay the full filing fee.
