ORDER
After a careful, de novo review of the file, the Court concurs with the Magistrate
Judge's Report and Recommendation, to which objections have been filed. (Doc. no. 25.)
Accordingly,the Court ADOPTS the Report and Recommendation ofthe Magistrate Judge as
its opinion and DISMISSES without prejudice Defendants Georgia Department of Human
Services, Richmond County Depaitment of Family and Children Services, Kira Williams, the
Consolidated Government of Augusta-Richmond County, the Charleston County School
District, and the Richmond County Board of Education for failure to timely effect service. See
Schnabel v. Wells. 922 F.2d 726, 728-29(11th Cir. 1991). The Court DIRECTS the Clerk to
enter an appropriate judgment and CLOSE this case.
