The Court finds that OLUWASEUN CARDOSO as an individual researcher associated with an educational institution falls within the class of users listed in the fee schedule as being eligible for a fee exemption. Additionally. OLUWASEUN CARDOSO has demonstrated that an exemption is necessary in order to avoid unreasonable burdens and to promote public access to information. Accordingly, OLUWASEUN CARDOSO shall be exempt from the payment of fees for access via PACER to the electronic case files maintained in this court, to the extent such use is incurred for research related to training a machine to simulate a judge's decision using artificial intelligence on civil case dockets. OLUWASEUN CARDOSO shall not be exempt from the payment of fees incurred in connection with other uses of the PACER system in this court. Additionally, the following limitations apply; 1. This fee exemption applies only to OLUWASEUN CARDOSO and is valid only for the purposes stated above; 2. This fee exemption applies only to the electronic case files of this court that are available through the PACER system; 3. By accepting this exemption, OLUWASEUN CARDOSO agrees not to sell for profit any data obtained as a result of receiving this exemption; 4. OLUWASEUN CARDOSO is prohibited from transferring any data obtained as a result of receiving this exemption, including redistribution via internet-based databases; and 5. My research focuses on the intersection of A!(Artificial Intelligence) and Law. My topic of interest is using machine learning to understand and predict the outcomes of court cases and motions. In order to build a model that can accurately predict the outcome of cases and motions, we would need access to large amounts of cases. We intend to use natural language techniques to preprocess the case information into a format our machine learning models will understand. Our academic research contributions will provide enormous value to our understanding of law and cases, thus benefiting the American judicial system. The paywall that Pacer imposes is the only limitation preventing us from conducting ground-breaking research on Legal Al. To satisfy your narrow scope constraint, below is what we require. • We do not want case docket access to Courts of Appeal, Bankruptcy Appellate Panels, Bankruptcy, or National courts. • We do need access to the case dockets of all District courts. • We are interested in only civil cases. Not bankruptcy nor Criminal. • We need access atleast one hundred thousand (100000)case dockets for our research project. What we are primarily interested in are the motions and their associated briefs, responses, replies and orders (judge's decision). To get what we want, we need access to civil case dockets. It doesn't matter what the case is about all that we require is that it is a civil case. At a high-level our research goal is to train a machine to be able to predict motions. In order words, we want to train a machine learning model to simulate a judge's decision. When our Al is presented with a motion, memorandum in support and in opposition to that motion, we want to ask the Al if it would deny or grant a motion. We do not plan to redistribute the original court text. We are not picky and are not interested in a specific type of case other than the case should be a civil case.
