Accordingly, the
Court ADOPTS the Magistrate Judge's Report and Recommendation as
the opinion of the Court and OVERRULES McKee's Objections.
The Court DISMISSES McKee's Motion to Vacate, Set Aside, or
Correct his Sentence, filed pursuant to 28 U.S.C. ยง 2255, and
DENIES McKee leave to proceed in forma pauperis on appeal and a
Certificate of Appealability.
