Recommendation as the opinion of the Court.
The Court DENIES
Preciado-Rojas' Petition for Writ of Habeas Corpus, filed
pursuant to 28 U.S.C. ยง 2241, and DENIES Petitioner leave to
proceed in forma pauperis on appeal.
