have been filed. Accordingly, the Court ADOPTS the Report and Recommendation as the

opinion of the Court and DISMISSES WITHOUT PREJUDICE Plaintiffs claims against
Defendants Cambell and Dottson and DISMISSES AS MOOT Defendant Cambell's Motion to
Dismiss, (doc. 43).
