granted admission to this Court pro hac vice, on July 5, 2017 (ECF No. 309).

I am the Solicitor General of the State of New York. This Declaration

is submitted in support of the State of New York’s Motion for Leave to File a MultiState Amicus Brief, filed concurrently herewith.

As New York Solicitor General, I have access to records and files kept

in the normal course of the business conducted by the Office of the Attorney General
of New York. Attached hereto as Exhibit “1” is a true and accurate copy of the amici
States’ proposed amicus brief.
