April 6, 2018 and served on all parties on April 9,
2018, and no objections having been filed by any party,
IT IS HEREBY ORDERED AND ADJUDGED that, pursuant to
Title 28, United States Code, Section 636(b)(1)(C) and

Local Rule 74.2, the "Findings and Recommendation to:
(1) Dismiss Complaint With Leave to Amend; (2) Deny
Plaintiff’s Application to Proceed in District Court
Without Prepaying Fees or Costs" are adopted as the
opinion and order of this Court.
The Court specifies that the Plaintiff has leave to
file an Amended Complaint by no later than Tuesday,
