On October 1, 2011, BOEMRE was further divided into the Bureau of Ocean Energy Management and Bureau of Safety and Environmental Enforcement; the latter’s authority is relevant to Plaintiffs’ complaint. Pursuant to Rule 25(d) of the Federal Rules of Civil Procedure, Michael Bromwich is substituted for Robert Abbey, who was the Acting Director of the Minerals Management Service at the time Plaintiffs filed their complaint.
