RULING Adopting 8 Report and Recommendations of the U.S. Magistrate Judge. Accordingly, these proceedings are stayed and the Clerk of Court shall mark this action closed for statistical purposes. Further, the Court shall retain jurisdiction in th is matter and the petitioner be allowed to file a motion to re-open these proceedings within 30 days after the LA Supreme Court issues its ruling on the issues raised in the petitioner's post-conviction relief proceedings.
