RULING Adopting 68 Report and Recommendations of the U.S. Magistrate Judge. 63 Motion for Summary Judgment is granted, and for the reasons provided in the report and recommendation, (1) the Court finds that all claims asserted against dfts Blanc o, Stalder, and Cox were dismissed upon pla's filing of the amended complaint of 3/10/09 doc 33 ; (2) pla's federal claims against Jindal, Clark, Hathaway, Lafleur, Jones and Powell shall be dismissed with prejudice; (3) pla's federal claims against dfts Cain and Leblanc shall be dismissed as legally frivolous pursuant to 28 USC 1915(e); (4) the Court declines to exercise supplemental jurisdiction over pla's remaining state law claims; and (5) the action shall be dismissed.
