RULING Adopting 154 Report and Recommendations of the U.S. Magistrate Judge and the pltfs claims against defts, Parnell Davis and Anthony Johnson, Sr., shall be dismissed pursuant to FRCP 4(m), the Court shall decline to exercise supplemental jurisdiction over the plaintiff's state law claims, and this action shall be dismissed.
