RULING: The Pltfs 6 Motion for Relief from Judgment or Order shall be treated as an appeal of the order denying pltfs Motion to Proceed in forma pauperis. The order of the magistrate judge denying the pltfs motion to proceed in forma pauperis and ordering him to pay the full filing fee within 21 days from the date of the 12/3/2012 order is affirmed.
