RULING AND ORDER OF DISMISSAL approving the 19 Report and Recommendation of the U.S. Magistrate Judge and adopting it as the Court's opinion in all respects except the Plaintiff is granted thirty(30) days from receipt of this RUING AND ORDER to amend his Complaint. Claims against Defendant B. Dobbs are dismissed for failure to serve this Defendant within 120 days as mandated by Fed. R. Civ. P. 4(m).
