All state and federal claims asserted against Officer Heather Anderson are DISMISSED WITH PREJUDICE. All state and federa l claims asserted against the Baton Rouge City Police Department are DISMISSED WITH PREJUDICE. Plaintiff's Fourteenth Amendment claim against the East Baton Rouge Parish City Government is DISMISSED WITH PREJUDICE.
