RULING AND ORDER: The 13 Second Motion for Summary Judgment, filed by Seth Boudreaux and Jeffery Wiley, is GRANTED IN PART. Plaintiff's 42 U.S.C. § 1983 claims against all Defendants are DISMISSED.
