RULING AND ORDER: The 10 Request for Emergency Temporary Restraining Order is GRANTED, without notice due to the urgency of this matter and for lack of service on any defendant named herein, to prevent Plaintiff from suffering irreparable harm i n the form of suicide or self-harm. During the pendency of this Order, Plaintiff's hair shall not be cut unless so requested by Plaintiff. A Hearing to determine whether to convert this temporary restraining order into a preliminary injunctio n is set for an evidentiary hearing on 10/22/2019 at 02:00 PM in Courtroom 2 before Judge Brian A. Jackson. A copy of this temporary restraining order shall be served upon Secretary James LeBlanc and Warden Darrel Vannoy, by the Clerk, via the most expeditious means of delivery available.
