JUDGMENT ADOPTING 18 Report and Recommendations re 1 Complaint, 11 and 15 as amended filed by Jeremy Schouest. IT IS ORDERED that Plaintiff's complaint against Randy Maxwell and Debra Cowen be DENIED AND DISMISSED with prejudice for failing to state a claim, pursuant to 28 U.S.C.
