JUDGMENT ; adopting re 16 Report and Recommendations. IT IS ORDERED that Plaintiff's civil rights complaint regarding AVC be DENIED AND DISMISSED WITH PREJUDICE in accordance with the provisions of 28 U.S.C. 1915A, for failing to state a c laims for which relief can be granted. His claims relating to Angola and the 19th JDC should be DISMISSED WITHOUT PREJUDICE to filing in the appropriate district court.
