JUDGMENT ADOPTING 7 Report and Recommendations. IT IS ORDERED, ADJUDGED, AND DECREED that Plaintiff's civil rights complaint be DISMISSED WITH PREJUDICE as frivolous pursuant to the provisions of 28 U.S.c. 1915(e)(2). The dismissal of this la wsuit shall not count as a strike against Plaintiff under 28 U.S.c. 1915(g) because he was not imprisoned at the time he filed his Complaint.
