No. 26] to the Report and Recommendation, IT IS ORDERED, ADJUDGED AND DECREED that the Complaint, insofar as it seeks monetary relief pursuant to 42 U.S.C. §1983, be DISMISSED WITH PREJUDICE as frivolous until such time that Collins can demonstrate that his confinement related to his 2016 arrest has been invalidated. The Clerk of Court is instructed to close this case. MONROE, LOUISIANA, this 20th day of December, 2017.
