Plaintiff [Doc. No. 4] is GRANTED and Plaintiff's claims against Defendant are DISMISSED
WITHOUT PREJUDICE.
IT IS FURTHER ORDERED that the motion to dismiss filed by Defendant United
States of America [Doc. No. 5] is DENIED AS MOOT.
