IT IS ORDERED that Plaintiff's civil rights claims seeking monetary damages and injunctive relief for his allegedly unconstitutional convictions and sentences be DISMISSED WITH PREJUDICE. FURT HER ORDERED that Plaintiff's civil rights claims against Ricky Swift, the Indigent Defender Board, and Geya Prudhomme be DISMISSED WITH PREJUDICE. FURTHER ORDERED that Plaintiff's civil rights claim against the State of Louisiana through th e Louisiana Attorney General be DISMISSED WITHOUT PREJUDICE for lack of subject matter jurisdiction. FURTHER ORDERED that Plaintiff's request for habeas relief be DISMISSED WITHOUT PREJUDICE for failure to exhaust state court remedies. The Court denies a certificate of appealability.
