JUDGMENT ADOPTING 21 Report and Recommendations, 1 Complaint filed by David Louis Whitehead, IT IS ORDERED that the plaintiff's complaint is dismissed for failure to state a claim on which relief may be granted. IT IS FURTHER ORDERED tha t the Clerk of Court is ordered to decline any civil complaint submitted by Daivd Louis Whitehead unless the complaint has been presented first to a district judge of this court and the judge has specifically authorized in writing that the complaint may be filed.
