MEMORANDUM RULING re 4 MOTION to Dismiss For Failure to State a Claim the City of Shreveport and Jeremy Jordan filed by Jeremy L Jordan, City of Shreveport. For the reasons stated above, the defendants' motion to dismiss (Record Document 4) is GRANTED in part and DENIED in part.
