JUDGMENT ADOPTING 3 Report and Recommendations,, 1 Complaint filed by Huey Paul Gardner, IT IS ORDERED that Plaintiff's complaint is dismissed without prejudice for lack of subject jurisdiction. IT IS FURTHER ORDERED that the Clerk of Co urt be ordered to decline to file any civil complaint submitted by Huey Gardner unless the complaint has been presented first to a district judge of this court and the judge has specifically authorized in writing that the complaint may be filed.
