MEMORANDUM RULING granting 7 Motion to Dismiss for Failure to State a Claim; granting in part and denying in part 9 Motion to Dismiss for Failure to State a Claim. All claims against the Mansfield Police Department are DISMISSED WITH PREJUDICE. Defendant Hobbs' motion to dismiss all Section 1983 claims made by Plaintiff against Hobbs in his individual capacity is GRANTED, and those claims are hereby DISMISSED WITH PREJUDICE. Defendant Hobbs' motion to dismiss all Louisiana state law claims made by Plaintiff against Hobbs in his individual capacity is DENIED. Defendant Hobbs' motion to dismiss all of Plaintiff's claims against him in his official capacity is GRANTED, and those claims are DISMISSED WITH PREJUDICE.
