MEMORANDUM RULING adopting in part and rejecting in part 47 Report and Recommendations; denying 26 Motion for Summary Judgment; granting 38 Motion for Summary Judgment; and granting in part and denying in part 40 Motion for Summary Judgme nt. IT IS ORDERED that all claims against Moore and LeBlanc are dismissed with prejudice. FURTHER ORDERED that all claims for monetary damages against Defendants in the official capacities are dismissed without prejudice.
