IT IS ORDERED that Plaintiff's illegal stop and wrongful arrest claims are DISMISSED WITH PREJUDICE as frivolous until the Heck conditions are met. IT IS FURTHER ORDERED that Plaintiff's remaining claim against Defendant Colin Rogers is DISMISSED WITH PREJUDICE as frivolous and for failing to state a claim on which relief can be granted.
