Defendants are granted summary judgment on all of Plaintiff's claims, and Plaintiff's complaint is dismissed with prejudice. IT IS FURTHER ORDERED that: (1) Plaintiff's Motion To Compel And Mandatory Judicial Notice (docket no. 14); (2) Plaintiff's Motion For Reconsideration Of Order Denying Motions For Preliminary Injunction Of December 09, 2009 (docket no. 15); (3) Plaintiff's Motion For Instructions From The Court (docket no. 17); and (4) Plaintiff's Motion For Discovery Pursuant To F.R.C.P.
