ROBERT HOLMES BELL DUNCAN MACLAREN, Respondent. / ORDER APPROVING AND ADOPTING MAGISTRATE JUDGE’S REPORT AND RECOMMENDATION On March 9, 2016, Magistrate Judge Timothy P. Greeley issued a Report and Recommendation (“R&R”) recommending that the Court (1) deny the petition under 28 U.S.C. § 2254 for lack of merit in the grounds presented and (2) deny a certificate of appealability. IT IS FURTHER ORDERED that the petition under 28 U.S.C. § 2254 is DENIED for lack of merit in the grounds presented. IT IS FURTHER ORDERED that a certificate of appealability is DENIED.
