Within ten days of the opening of the new file, Bell shall file pay the filing fee of $5.00 and shall file an amended habeas petition conforming to the requirements of Rule 2 of the Rules Governing Section 2254 Cases. The petition will then be reviewed pursuant to Rule 4, and, if the petition is not dismissed, the court will order the respondent to file an answer, motion or other response.
