MEMORANDUM AND ORDER. (See Full Order.) IT IS HEREBY ORDERED that Jerry Elkins's motion to vacate, set aside or correct his sentence under 28 U.S.C. § 2255 1 is denied. IT IS FURTHER ORDERED that Elkins's motion to amend 12 and his motion for additional time to respond 18 are denied. IT IS FURTHER ORDERED that this Court will not issue a certificate of appealability, as Elkins has not made a substantial showing of the denial of a federal constitutional right.
